Mới đây, Bộ Kế hoạch & Đầu tư đã có Báo cáo tình hình đầu tư ra nước ngoài được gửi Thủ tướng. Theo đó, đến hết năm 2019 có 114 dự án đầu tư ra nước ngoài của các doanh nghiệp Nhà nước với tổng vốn đăng ký hơn 13,8 tỷ USD, vốn thực hiện khoảng 6,7 tỷ USD.
Bộ Kế hoạch & Đầu tư dẫn báo cáo của Ủy ban Quản lý vốn Nhà nước tại doanh nghiệp, cho biết, hiện 8 tập đoàn, tổng công ty Nhà nước thuộc quản lý của Ủy ban này đầu tư ở nước ngoài. Trong 15 dự án mà 8 tập đoàn này đầu tư ở nước ngoài, chỉ có 6 dự án hoạt động đúng tiến độ, 2 dự án chậm tiến độ, 5 dự án khó khăn và 2 dự án không có khả năng triển khai.
Tổng vốn chuyển ra nước ngoài đến hết 2019 gần 312 triệu USD, lợi nhuận thu về khoảng 599 triệu USD. Hiện có 3 tập đoàn, tổng công ty có các công ty con trực thuộc đầu tư 56 dự án, trong đó 2 dự án chậm tiến độ, 4 đang gặp khó khăn và không có khả năng thực hiện. Tổng vốn đã chuyển ra nước ngoài khoảng 3,8 tỷ USD, lợi nhuận chuyển về nước 270 triệu USD.
Tập đoàn Dầu khí Việt Nam (PVN)
Đây là đơn vị có số dự án đầu tư ở nước ngoài nhiều nhất (27 dự án), tổng vốn đăng ký 7,1 tỷ USD. Các dự án PVN rót vốn tại nước ngoài chủ yếu trong lĩnh vực thăm dò, khai thác dầu khí và một số dự án lĩnh vực khoáng dựsản khác.
Trong tổng số 27 dự án của PVN và đơn vị thành viên, có 11 dự án đúng tiến độ, 6 dự án chậm tiến độ, 12 dự án gặp khó khăn vướng mắc và 7 dự án không có khả năng triển khai thực hiện.
Tổng vốn PVN đã chuyển ra nước ngoài để thực hiện số dự án này đến nay khoảng 3,12 tỷ USD, tập trung chủ yếu giai đoạn 2008 – 2013. Tập đoàn này đã thu lãi gần 2 tỷ USD với số dự án đầu tư ở nước ngoài.
Tổng công ty Hàng không Việt Nam (Vietnam Airlines)
Góp 49 triệu USD lập hãng hàng không Cambodia Angkor (CCA) tại Campuchia, tương đương 49% vốn điều lệ của CCA. Hiện VNA đã có kế hoạch thoái vốn tại hãng hàng không này sau hơn 10 năm góp vốn, nhưng đến nay việc thoái vốn chưa hoàn thành.
Ở giai đoạn đầu đầu tư vào CCA, hãng này ghi nhận doanh thu hơn 676 triệu USD, trong đó 3 năm (2009-2012) có lãi sau thuế gần 1 triệu USD. Nhưng từ năm 2013 đến nay hãng thua lỗ. Ủy ban Quản lý vốn cho biết đã báo cáo Thủ tướng thoái vốn tại dự án này.
Tập đoàn Hóa chất Việt Nam (Vinachem)
Tập đoàn này vẫn gặp vướng tại dự án khai thác và chế biến muối mỏ Kali (tổng vốn gần 522,5 triệu USD). Nguyên nhân là giá sản phẩm Kali thế giới giảm sâu kéo dài, dự án không hiệu quả như dự kiến ban đầu.
Theo Ủy ban Quản lý vốn Nhà nước, do dự án đầu tư quy mô lớn, đầu tư tại Lào nên theo pháp luật Lào, đang có tranh chấp giữa chủ đầu tư với các nhà thầu và khó tìm đối tác chuyển nhượng nên việc xử lý các vấn đề liên quan phức tạp, mất nhiều thời gian. Hiện Uỷ ban này tiếp tục chủ trì xử lý các vấn đề liên quan dự án.
Tập đoàn Than & Khoáng sản Việt Nam (TKV)
Đến nay Tập đoàn này có 5 dự án, gồm 3 dự án tại Campuchia và 2 dự án đầu tư tại Lào.
Trong đó, 2 dự án đã được cho dừng đầu tư vì không hiệu quả và đã hoàn thành chuyển nhượng. 3 dự án còn lại tổng vốn đầu tư đăng ký hơn 21 triệu USD (vốn đã thực hiện là hơn 13 triệu USD), có phát hiện trữ lượng thấp, không đủ khả năng phát triển thương mại. TKV đang tìm đối tác và thực hiện chuyển nhượng dự án để thu hồi vốn nhà nước đã đầu tư.
Tập đoàn Công nghiệp viễn thông Quân đội (Viettel) và đơn vị thành viên là Viettel Global đã đầu tư 10 dự án mạng viễn thông tại Campuchia, Lào, Mozambique, Đông Timor, Cameroon, Burundi, Tanzania, Haiti, Myanmar, Peru và 3 dự án nghiên cứu phát triển tại Pháp, Mỹ, Nga.
Tổng vốn đăng ký là 2,99 tỷ USD. Vốn thực hiện lũy kế đạt khoảng 1,79 tỷ USD. Lợi nhuận và vốn đầu tư đã chuyển về nước là trên 800 triệu USD (trong đó lợi nhuận là hơn 481 triệu USD). Các dự án viễn thông tại Lào, Campuchia mang lại hiệu quả cao với lợi nhuận và vốn chuyển về nước lũy kế lần lượt là hơn 265 triệu USD và hơn 168 triệu USD.
Các dự án viễn thông của Viettel tại các nước châu Phi đã hoạt động và bắt đầu có dòng tiền chuyển về nước. Các dự án tại Haiti, Mozambique và Cameroon đang trong quá trình hoàn vốn.
Tập đoàn Cao su Việt Nam (VRG)
Trong số 23 dự án trồng cao su tại Lào, Campuchia với vốn rót hơn 1,3 tỷ USD thì 8 dự án đã được triển khai thực hiện (5 nhà máy chế biến cao su tại Campuchia, 3 nhà máy tại Lào). Trong số này, dự án tại Lào bắt đầu có lãi trước thuế 87 tỷ đồng, số còn lại do mới đi vào hoạt động, lại gặp phải tình hình giá cao su trên thị trường xuống thấp nên vẫn trong giai đoạn cân đối thu – chi hàng năm.
Đến nay lợi nhuận lũy kế VRG đã chuyển về nước gần 4,4 triệu USD, và có khoảng 0,5 triệu USD giữ lại tái đầu tư.
