Để xây dựng sân bay quốc tế Long Thành – công trình trọng điểm quốc gia kịp tiến độ, trong tháng 10 tới Đồng Nai phải bàn giao hơn 1.800 ha đất sạch để chủ đầu tư khởi công dự án.
Xử lý dứt điểm vấn đề giải phóng mặt bằng
Trong buổi làm việc với tỉnh Đồng Nai ngày 21/7 vừa qua, Thủ tướng yêu cầu tỉnh này phải xử lý dứt điểm các vấn đề liên quan đến giải phóng mặt bằng, đảm bảo giải ngân 18.000 tỷ và bàn giao toàn bộ 1.800 ha trong tháng 10 để Tổng công ty Cảng hàng không Việt Nam (ACV) khởi công một số hạng mục dự án sân bay Long Thành giai đoạn 1 theo đúng tiến độ.
Thủ tướng ghi nhận tinh thần quyết tâm của tỉnh Đồng Nai nhằm giữ đúng cam kết với Chính phủ về tiến độ bàn giao mặt bằng dự án sân bay Long Thành. Từ đầu năm đến nay, Đồng Nai đã tập trung mọi nguồn lực cho công tác giải phóng mặt bằng. Khu tái định cư Lộc An – Bình Sơn đã được khởi công xây dựng vào ngày 20/4 và đang được giám sát tiến độ rất khẩn trương. Mới đây, ngày 7/7, địa phương này cũng chi hơn 193 tỷ đồng tiền bồi thường, hỗ trợ đợt 3 cho người dân có đất thu hồi làm dự án sân bay Long Thành.
Tỉnh Đồng Nai đang quyết liệt trong công tác đền bù, giải phóng mặt bằng, làm khu tái định cư liên quan đến sân bay Long Thành.
Sân bay quốc tế Long Thành được xây theo tiêu chuẩn cảng hàng không đạt cấp 4F. Theo kế hoạch, dự án sẽ khởi công xây dựng vào quý II-2021 và hoàn thành giai đoạn 1 vào năm 2025 với tổng mức đầu tư 16 tỉ USD (tương đương 336.630 tỷ đồng). Dự kiến khi hoàn tất ba giai đoạn vào năm 2050, sân bay Long Thành có công suất phục vụ 100 triệu hành khách và 5 triệu tấn hàng hóa mỗi năm.
Nhằm bảo đảm việc kết nối hạ tầng giao thông đồng bộ khi sân bay đi vào khai thác năm 2025, Đồng Nai kiến nghị cần đẩy nhanh thi công nhiều dự án cao tốc qua địa bàn như mở rộng đường cao tốc TP.HCM – Long Thành – Dầu Giây từ 4 lên 8-10 làn xe, cao tốc Biên Hòa – Vũng Tàu, đường vành đai 3, vành đai 4…
Cũng trong buổi làm việc, Thủ tướng đánh giá Đồng Nai nằm ở vị trí trọng điểm, kết nối nhiều dự án hạ tầng của quốc gia, các khu đô thị. Chính vì vậy, tỉnh cần quan tâm đặc biệt đến vấn đề quản lý đất đai, xây dựng những khu đô thị xứng tầm khu vực và quốc tế, tạo điểm nhấn trong việc phát triển tỉnh Đồng Nai xanh, hiện đại, hội nhập.
Tập trung phát triển các khu đô thị dịch vụ
Nằm trong Vùng kinh tế trọng điểm phía Nam, Đồng Nai luôn là điểm đến hấp dẫn đối với giới đầu tư, nhất là các nhà đầu tư địa ốc. Địa phương này hiện có hàng chục dự án khu đô thị đang được triển khai với quy mô đa dạng từ vài ha đến hàng trăm ha. Hồi đầu năm, KCN Biên Hòa 1 với tổng diện tích khoảng 300 ha, đã được kiến nghị đưa ra khỏi quy hoạch, thực hiện di dời các doanh nghiệp nhằm chuyển đổi công năng thành khu đô thị – thương mại – dịch vụ.
Trong năm nay, hàng loạt dự án đô thị được thông qua và triển khai tại Đồng Nai, tập trung tại Biên Hòa, Nhơn Trạch và Long Thành như khu đô thị dịch vụ Amata, khu đô thị sinh thái Long Thành, khu đô thị dịch vụ tại xã Tam An, khu đô thị sinh thái Aquacity. Riêng trên địa bàn huyện Long Thành, đáng chú ý nhất là Khu đô thị dịch vụ – thương mại – giải trí Gem Sky World tại xã Long Đức.
Đồng Nai cần quan tâm, xây dựng những khu đô thị hiện đại, được quy hoạch bài bản, xứng tầm khu vực và quốc tế.
Có tổng diện tích 92,2ha, Gem Sky World cung cấp hơn 4,000 sản phẩm shophouse, shopvilla, shopgarden. Dự án cách sân bay quốc tế Long Thành khoảng 5km, nằm ngay tâm điểm các tuyến giao thông quan trọng của khu vực như: cao tốc Long Thành – Dầu Giây, cao tốc Bến Lức – Long Thành, cao tốc Biên Hòa – Vũng Tàu, cao tốc Dầu Giây – Liên Khương, Hương lộ 2, đường Vành đai 4…
Hướng tới hình ảnh một đô thị hiện đại văn minh, dự án được quy hoạch theo mô hình bàn cờ cùng với việc ngầm hóa hoàn toàn hệ thống hạ tầng điện, chiếu sáng, cấp thoát nước, viễn thông… Điểm nhấn của dự án là hệ thống công viên nội khu rải khắp khu đô thị, trong đó nổi bật là quần thể giải trí rộng 3ha – Sky Park. Đây là khu giải trí – vận động ngoài trời và trong nhà đa chức năng bao gồm quảng trường, tổ hợp trò chơi mạo hiểm Adventure Forest được thiết kế, lắp đặt và vận hành theo tiêu chuẩn quốc tế…
Giới chuyên gia nhận định, sự vào cuộc quyết liệt của địa phương và Chính phủ nhằm đảm bảo tiến độ xây dựng cảng hàng không quốc tế Long Thành đã mang đến những lợi thế vượt trội để Đồng Nai tiếp tục thu hút đầu tư, đặc biệt là các đầu tư bất động sản.
